El vencimiento de las concesiones para la operación de las centrales hidroeléctricas emplazadas sobre los ríos Limay y Neuquén reabre el debate, no concluido en el marco del federalismo argentino, sobre la gestión de las represas. Este trabajo intenta contribuir a esa discusión a partir de determinar las competencias federales y provinciales en materia de generación hidroeléctrica y
la articulación necesaria de los respectivos intereses, contemplando también los del sistema hídrico.

The expiration of the concessions for the operation of hydropower plants located on the Limay and Neuquén rivers revives the debate, not settled within Argentine’s federalism, on the management of dams. This work attempts to contribute to this discussion after determining federal and provincial matters on the subject of hydroelectric generation and the necessary match of respective interests, also contemplating those of the water system.
