Una de las claves para el funcionamiento óptimo del Mercado Eléctrico Mayorista (MEM) en la Argentina se basa en el compromiso de sus integrantes de proveer, transmitir y de pagar la energía eléctrica.

En el presente trabajo se tratan las dificultades que se presentan cuando las distribuidoras eléctricas no pagan la energía que toman en el marcado spot del MEM, se describe lo que debe hacer el administrador del mercado considerando
la regulación vigente para evitar que la falta de pago alcance niveles que puedan afectar su sostenibilidad, se explican los planes de regularización de deudas pre-vistos en las leyes de Presupuesto Nacional y normas de la Secretaría de Energía que tienen a disposición los distribuidores, y finalmente se proponen medidas para reducir la morosidad en los pagos en el futuro.

One of the keys to the optimal functioning of the Wholesale Electricity Market (MEM) in Argentina is based on the commitment of its members to pro-vide, transmit and pay for electricity.

This paper deals with the difficulties which occur when electricity distributors don´t pay for the energy they take in the MEM spot market; it describes what the market administrator should do considering the current regulation to prevent the lack payment reaches levels that may affect its sustainability; debt regularization plans provided in National Budget law and regulations of the Department of Energy available to distributors are explained; and finally, possible new measures
are proposed to reduce late payments in the future.
