O presente ensaio pretende tematizar o sistema regulatório das fontes de energia radioativa, com especial foco na relação entre licenciamento nuclear e licenciamento ambiental no marco regulatório brasileiro e sua conexão com normas internacionais. A metodologia aplicada é a crítico propositiva. A conclusão que se propõe alicerça a necessária conjugação de atuação entre órgão nuclear e órgão ambiental de modo a se obter um planejamento eficaz na gestão de riscos
e proteções humanas e ecológicas.

This paper take in study the regulatory system of radioactive ener-gy sources, and draw special attention to relationship between nuclear and environmental licenses in Brazilian legal framework and its connections with international rules. The paper applies the critical propositive methodology and proposes the conclusion that it is necessary to conjugate the actions of nuclear and environmental agencies in order to achieve effective planning in the man-agement of risks and human and ecologic protections.
