En este caso se observa un claro ejemplo de los conflictos que surgen actualmente a partir del reconocimiento de nuevos derechos constitucionales, y la posibilidad de accionar colectivamente en defensa de ellos por parte de los ciudadanos, pudiendo apreciarse la función intelectual del operador del Derecho administrativo, que arbitra entre los extremos de la relación jurídica de dicha disciplina, es decir, entre poder y libertad, o entre prerrogativas y garantías.

In this case we see a clear example of the conflicts that currently arise once new constitutional rights and the possibility of suing collectively in defense of said rights on behalf of the citizens are recognized. We appreciate the intellectual function of the Law operator, arbitrating between the extremes of the legal relation pertaining to said discipline, that is, between power and freedom or between prerogatives and guarantees.
