Este trabajo analiza los criterios financieros e hidrocarburíferos para realizar una inversión. Evalúa los cambios ocurridos desde 1991 hasta 2015. Propone la negociación de un acuerdo de inversión que tome en cuenta los remedios
a las situaciones pasadas.

This paper analyzes the financial and oil and gas criteria for deciding an investment. It evaluates the changes occurred since 1991 through 2015. It proposes the negotiation of an investment agreement which takes into account the remedies to the past situations.
